If you think you may not need to pay council tax or could pay less, you can apply directly through your local council. Here’s how to do it and what you’ll need.
How to apply
You must apply for a council tax exemption or discount through your local council. Each council has its own process, but you can find the right page using the official GOV.UK tool:

Once you’re on your council’s website, look for the section titled “Council Tax Discounts” or “Exemptions.”
What you’ll need
Your council may ask you to provide some supporting documents. These might include:

Proof of your student status (e.g. student certificate from your university)

A tenancy agreement or proof of residence

A care home or hospital letter, if you’ve moved for medical reasons
If you’re applying for a discount (not a full exemption), you may also need to show proof of your income or who lives in the property.
After you apply
Once your application is submitted:

Your council will review your information and confirm if you qualify.

If successful, they’ll issue an updated bill showing the new amount or confirming your exemption.

Keep this confirmation for your records, especially if you move home or your circumstances change.
Important
If you’re already paying council tax and later qualify for an exemption or discount, your council may backdate your reduction — but only if you apply promptly.
Tip: If you’re a student household, you can usually apply for a 100% exemption. Non-student households may still qualify for a single person discount (25%) if only one adult lives there
